This section describes how to make an advanced use of U61, that is how to tweak its rules and other things. You do not need to read it if you only plan to use the game as a simple player, but it's really the section which makes U61 different from other block-based games: it enables you to toy arround with U61 as a generic block-based game engine. This section also contains informations on how to tweak other aspects of U61, such as building your own themes.
Note that it's IMHO not very complicated to customize U61 and you do not need to be an advanced programmer to understand this section. Not at all. However if you are just starting with the game, checking out the basic documentation might be a good start.
